BEST ELECTORAL PRACTICES AWARDS 2015

For Innovation:


Sh. Sanjay Kumar Aggarwal, DEO, Gaya, Bihar

Initiatives:

  • Women Model Polling Station: Seven polling stations managed by all women team including Polling agents, webcasting personnel, micro observers, police personnel, established in Bihar 230- Gaya Town Assembly constituency.
  • Extensive arrangements in Naxal area: Elaborate security & confidence building measures along with innovative awareness campaigns in Naxal affected Polling Stations (55% of total P.S)
  • Differently-abled District Icon: ‘Vote is my voice’, encouraging silent voters through hearing-impaired & mute Nidhi.

Impact:

  • Increase in Gender Ratio: A rise from 893 to 906 within one year witness.
  • Higher female voter turnout: Increase of 10-15% as compared to 2010 elections.
  • Postal ballot increase by 12 times: 8153 postal ballot polled
  • Voter Percentage Increase: An increase of 14.64% in 2014 Lok Sabha elections.

For SVEEP:


(i) Shri Aboobacker Siddique (DEO), (West SinghBhum), Jharkhand

Initiatives:

  • Micro level planning for remote areas: Using handbills, pamphlet & banners in local language.
  • SVEEP activities: Awareness on elections through various means like Jagrukta Rath etc.
  • Involvement of youth: Organized competitions like football & hockey, essay writing etc.

Impact:

  • First time voting: Heavy naxal affected five villages of Noamundi Block, located in the deep forest of Sarand.
  • Nil violence: A bloodless, fearless and participatory election, unlike past.
  • High Percentage Turnout: An increase of 61% to 70% witnessed in 2014 General Elections from 63% to 70% in Vidhan Sabha and 45% to 69.7% in 23PSs of Saranda forest area.

(ii) Sh. Lokesh Kumar Singh, DEO West Champaran, Bihar

Initiatives:

  • Scheduled widespread activities: SVEEP activities at each Polling Station on two days (Tuesday & Friday) per week.
  • Using Postal Department: Special seals with awareness messages on the inbound letters /parcels
  • Omnipresent slogans: Short & catchy elections painted in bold fonts on long stretches of district roads.

Impact:

  • Highest ever turnout: West Champaran achieved VTR of 62.99% in 2014 General Elections.

For Electoral Roll Management:


Smt. Antara Acharaya DEO, (Purbo Medinipur)

Initiatives:

  • Enrolment of Youth Electors: 16th September 2015 observed as the ‘District Youth Enrolment Day’. Event was publicized through ‘Baul Song’.
  • Improvement of Gender Ratio and EP Ratio: Through constant monitoring, a list of the eligible left out women electors was prepared and included during this SSRER-2016.
  • Home Registration for Persons with Disabilities (PwDs) : ‘District Special Week’ for Home Registration of the Person with Disabilities was observed from 2nd – 06th Nov 2015.
  • Removal of Duplicate Electors: ‘District Special Day on Roll Cleansing’ observed on 23/09 when all duplicate, dead & shifted electors were identified for suo moto deletion by BLOs.

Impact:

  • Youth elector on roll doubles: 18-19 age group electors on roll increased (more than doubled) to 1,26,582 from 50,393.
  • Increase in Gender Ratio: Witness an increase from 918 to 923.
  • PwDs elector enrollment: 3620 nos. of PwD electros identified & enrolled.
  • Duplicate Deletions: Deletion of 14,000 electors on suo moto basis during SSRER 2016. Also a total of 13,160 EPICs disposed in the district.

For Security Management:


Manu Maharaj, SSP, Gaya, Bihar

Initiatives:

  • ‘Operation VISHWAS’: Surrender & mainstream hardcore Naxals, Felicitated families of surrendered Naxals.
  • Quality Arrest: 2400 criminals arrested including 70 hardcore naxals & 5 carrying state reward.
  • Managing the CPMF: 250 Companies employed at Gaya, Largest force ever in Single phase.
  • Effective Police Line Management: Creating mini police lines for each assembly, aerial surveillance & all women model polling station entirely managed by women police personnel.

Impact:

  • Turn out increase: 10% rise in voting in Naxal affected & vulnerable hamlets compared to last year
  • Increase in Female turn out: Increased of 10-15% in LWE affected Assembly Constituencies
  • Recovery: Recovery of landmines / huge arms and explosives by the support of villagers   

SPECIAL AWARDS

Innovation


Sh. Balamurugan, DEO Purnea, Bihar

Initiatives:

  • Vehicle Cell Management: Sensitization & single window system for all drivers & vehicle owners.
  • Postal Ballot: 10,587 participated in training of poll duty, of which 10,379 (98.04%) submitted Form-12 and total 7,423 (90.52%) votes were polled.
  • SVEEP initiatives: 2.5 lakh female SHG members (JEEVIKA) involved, 6.5 lac ´Sankalpa Patras´ signed by guardians of students, EVM and VVPAT camps organized through EVM Rath.

Impact:

  • Conformation of Voter Slip: Random calls by control room confirmed 92% received Voter slip.
  • Voting Pledge Signatures: 3.5 lakh voting pledge signatures collected in a single day.

SVEEP


Sh. Shekhar Channe, DEO, Mumbai, Suburban

Initiatives:

  • Task Force: Implementation of SVEEP plan at the District Level and convergence of allgovernment/NGO/CSOs/Media/Institutes and organizations.
  • Camp: Enrollment/awareness camps for transgender and sex workers organized.
  • Inclusion: From 6 was sent to about 613591 deleted electors through Speed post
  • Convergence with Central railway : SVEEP announcement at all 25 local railway stations.
  • Mobile Vans: 13 registration vehicles ‘chitrarths’ were circulatedin 26 ACs.

Impact:

  • Achievements : 18+ EP Ratio reached 94.79% (as against 109.14%), gender ratio reached 820 (as against 801),and Photo % of electorall roll reached 92% (as against 69.5% ).
  • Higher Voter Turnout: Voter turnout 50.96% in Lok Sabha 2014 (as compared to 40.58% in 2009), it was 50.42% in assembly elections 2014 (as compared to 47.02% in 2009).

Sh. Shirish Mohod, (SVEEP Nodal Officer), Maharastra

Initiatives:

  • Effective implementation of Media Plan: Tapping all forms communication including TV/ Radio/ UFO movies, LED screens & seats of buses in and around Mumbai, use of ST buses, gas cylinders etc. for display of voters’ awareness messages.
  • State level programmes: Organizing debates, icon performances, NSS awareness activities.
  • Use of technology & social media: Using Facebook, Youtube,, State SVEEP Whatsapp Group
  • Regular Updation: SVEEP reports on various portals. Compilation of documents.
  • Swift handling: Voters’ Complaints/ Voters’ Fest portal (NVSP)/ SVEEP portal
  • Special camps: Enrolment of Transgenders and Sex Workers voters in the State.

Impact:

  • Inclusion: ‘Election Module’ included in State Govt. Officials Foundation Training Module.

Security Management


Sharat Kumar Sinha, DCP, Delhi

Initiatives:

  • Implementation of MCC: Late night shifts of staff for MCC for updated information to CEO, Delhi.
  • Security Plan: A fail proof deployment plan with flying Squads, Static Surveillance Teams, QRTs given due attention. Meticulous security arrangement of 7 counting centres too.
  • Man power Audit: Ensured optimum use of available manpower.

Impact:

  • Seizures: Seizure of Rs. 33,38,500 in cash, 48 Un-licensed Arms & 1134 Cartridges.
  • Preventive actions: Action against 33,889 persons & 1,800 Non Bailable warrants issued.
  • Implementation of MCC: A total of 190 FIRs registered for violation of MCC.

BEST STATE AWARD - 2015

Bihar for Management of Elections & innovative IT use


Initiatives:

  • Election Management: Functioning of Control-Room, Help-line, Call-center, state level trainings, basic minimum facilities at all Polling Stations, daily review & assessment of Law & Order situation led to violence free, fair and participative elections.
  • Use of technology: Mobile based android applications such as Matdata, Matdaan, Samadhan, Sugam, ELECOM, SMS Poll Monitoring, E-counting etc.
  • Management of Electoral Roll: Massive exercise for revision/ purification of electoral rolls with minimal complaint regarding registration, errors, non issuance of EPIC
  • Security Management: Polling Stations managed by CAPF deployed in all 62,779 polling Stations. Use of 2,712 motorcycles for patrolling & 171 boats for riverine patrolling, VHF, Satellite phone
  • Expenditure Monitoring: 24*7 Call center for information on corrupt practices, GPS Tracking of Flying Squad/ SST Vehicles android based mobile for complaint monitoring.

Impact:

  • Increase in voter turn-out: 4.1% as compared to Bihar Assembly Election 2010 and 12.4% from last Lok Sabha Election 2009.
  • Women voters outnumber men: Assembly Election, 2015 witnessed a record turnout of 60.57% (7.16% higher than male turnout) with Assembly Election 2010 witnessing 54.44% (6.13% higher)
  • Increase: Total Electors: 1.69% ; Gender Ratio: 875 from 871; EP Ratio: 1% ;
  • Achievements: Model Polling Stations created: 1485; Sanklap Patra Issued 1,91,34,211; Android mobile, capturing image of electors, deployed: 2469 Polling Stations, Live web casting for Poll Monitoring: 3236 Polling Stations.

Delhi for Initiatives for PwDs & Electoral Roll Management


Initiatives:

  • Maximum Reach Optimum Expenditure: e-roll management, facilities for Persons with Disability (PwDs)
  • Improved Single Window System: Clearance of more than 20,000 political rallies/meetings within 24 days
  • Postal Department engagement: 9 selected Post Offices of Delhi operational for receiving postal ballots. IT techniques: 13.800 different kind of errors identified & 1,78,979 entries deleted after verification.
  • Innovations: strategic SVEEP,
  • New Practices: Awareness through Delhi Metro, DTC buses by displaying schedule/date/time of election, 2.51 crore SMS sent to electors through 8 mobile service, , Android based mobile application and IT & SMS based Poll day Monitoring System.

Impact:

  • Highest ever Voter turnout: Increase of 2.24% (67.46% to 65.98%)
  • High voter participation: 11 lac increase in voter participation Increase in EP ratio: An increase from 68.58% to 71.21%

Tamil Nadu for Technological Innovations


Initiatives:

  • Technology: First State to maintain entire database with 5.68 crores of electors in the cloud server of BSNL.
  • Easy (Electoral Assistance System): Easy has been developed for a voter to check, correct, confirm & apply for new enrollment. It is available in Mobile App, weblink and via SMS.
  • ENETRA- Election Novel Electronic Tracking Rapid Action system for central level monitoring of the field using fixed cameras and action taken accordingly.

Impact:

  • Achievement: Tamil Nadu has achieved 80% of feeding and seeding during NERPAP. The entire NERPAP activities handled by Cloud technology.
  • De-duplication: 100% matching of image taken up during SSR16.
