    Street Art Competition in Manipur

    The Chief Electoral Officer, Manipur organized a Street Art Competition as a part of its SVEEP (Systematic Voters' Education and Electoral Participation) campaign on 22 September 2018 ahead of the Special Summary revision of Electoral Roll. The competition on the theme of “Democracy Rocks” was the first ever street art competition in the state and was held on the outer wall of the Khuman Lampak Sports Complex, opposite Nagaram, Imphal. The competition was aimed at creating awareness about the necessity to participate in the democratic process of elections at the larger context while also highlighting the on-going Special Summary Revision to encourage young prospective voters to enroll before 31 October 2018 for upcoming elections.     Innovative SVEEP Initiatives

    -UMESH SINHA, Chief Electoral Officer, Uttar Pradesh INTRODUCTION The General Elections to the 16th Lok Sabha have just concluded and they have undoubtedly been a great success. In keeping with the highest standards set up by the Election Commission of India, not only were the elections conducted peacefully in a free and fair manner, but were also inclusive and transparent. Moreover, the enthusiasm and participation witnessed in U.P. was unmatched anywhere else in India. The overall voting percentage in these Lok Sabha elections has been higher than ever before in the history of nation. Even in U.P., voting percentage in these elections broke all records since the first Lok Sabha elections conducted in 1951-52 (as evident from the table & chart). The 2014 Lok Sabha General Elections witnessed 80,926,378 voters casting their vote in U.P., with a poll percentage of 58.29%. On the other hand, 55,411,593 voters had cast their ballot in the 2009 Lok Sabha General Elections; the poll percentage then was a mere 47.79%. This shows that 25,514,785 more voters participated in 2014 elections as compared to 2009 elections, which translates to a whooping increase of 46.05% in no. of voters in U.P. ASTOUNDING VOTER INCREASE OF 46.05% A GRAND SUCCESS….Undoubtedly, Uttar Pradesh witnessed an inspired and aware electorate who came forward to exercise their right ‘ethically’. This positive trend has been an outcome of the innumerable measures adopted by ECI that ensured maximum participation in elections. Thus the team led by CEO U.P. took several initiatives under SVEEP to educate and encourage voters to participate in the electoral process. Among the many activities undertaken by this office, the following are quite notable: MILLENIUM E-CHAIN Taking a cue from the growing role of Social Media in our lives, this e-chain aimed at connecting people virtually on Facebook. It provided a reason for each 18+ old to take pride in being an eligible voter. The voter had to get a photo clicked holding his/ her EPIC and then upload the image on the Facebook page of CEO, UP (www.facebook/voiceofvoters) and also leave a message for voters, urging them to vote. WEB UTILITY – 9,048,991 VIEWS IN 2 YEARS In a bid to make it convenient for voters to track status of their names as included in the electoral roll, a web utility was offered on ceouttarpradesh.nic .in (the website of CEO, UP). The applicant could get to know the status of his/ her name being included in the electoral roll by merely entering some basic details in this online utility. The facilities also included online registration, knowing your BLO, searching your polling station, model code of conduct, election schedule, Frequently Asked Questions (FAQs) etc. CEO website has been appreciated far and wide with 9,048,991 hits and the pages being viewed in a span of just two years (April 2012 to May 2014). Moreover, election results too were followed keenly on the website as 16th May 2014 witnessed 67,178 hits followed by 30th April 2014 (polling day for Central U.P.) with 36,287 hits on a single day. VOTER QUOTIENT (VQ) You have heard of IQ (Intelligence Quotient) and EQ (Emotional Quotient)…now here comes VQ (Voter Quotient)! Yet again striking a chord with voters, this online quiz was launched by CEO, U.P. office where a person gets to check his/ her Voter Quotient by answering certain questions related to the voting system. This quiz indirectly educated participants about the voting system and also encouraged them to know more about it. The quiz "Know your VQ" was made more was made available on portable kiosks, which were placed at several locations across Lucknow like malls, railway station and the airport, giving the off- line crowd a chance to know its VQ. This was quite popular as well. Interesting by giving mementos (T- shirts, caps and mugs) to the winners, ensuring enthusiastic participation. Such was the popularity that it was decided to launch "VQ on Wheels", where a mini-version of the entire VQ. QR CODES FOR VOTING DATES Simply scan this Quick Reaction (QR) code and get a calendar reminder entry on your phone. Now, on the voting day, your phone would remind you that you need to go out and vote. For each phase of voting, one QR code was developed and circulated in accordance to different election phases in U.P. The codes were made public on the Facebook page of this office. ANDROID APPLICATION An Android application was developed and launched on the Facebook page of this office, from where one could download and use it to track one's application status, get details about the Booth Level Officer (BLO), polling booth location and even play Voter Quotient. MATDATA CHAUPAL It was quite an innovative step taken by this office where eligible voters got a chance to check their respective names in the voters' list and in case their name was missing, they even got an on-the-spot chance to submit request for inclusion of their name. Launched all over U.P. on specified dates (mainly on Sunday), eachMatdata Chaupal was a huge success. 10,00,000 PLEDGE ON 10TH APRIL 2014 AT 10 AM This was quite a popular initiative where people were collectively made to take a pledge to vote. At 10 am on 10th April, district Lucknow amassed 10,00,000 people taking the pledge to vote. Students of various Government and Private schools, institutes and colleges as well as Government and Corporate office employees and Residential Welfare Associations (RWAs) pledged to vote. Students who were giving exams too were given 5 mins extra to stand at their positions and take a pledge to vote before continuing with their exam. Though a notional act, it did put social pressure on the people, giving them an impetus to vote. LUGGAGE TAGS In a bid to tackle urban apathy, a unique initiative was taken by CEO, U.P. office to educate the hi-flyers. Branded Luggage Tags, with relevant messaging, were put at the Lucknow airport. Air Travellers got to use the same luggage tags for their air journey, taking the basic message of "vote karenge shaan se" to various locations across the country. LAUNCH OF MOBILE WEBSITE The website of CEO, UP was customised for mobile viewing to ensure that the youth could easily access our website on smartphones and know more about the voting process by using the informative website. MODEL POLLING BOOTH In a bid to attract voters to the polling booths and give a festive look to the electoral exercise, model polling stations were set up for the first time in the country. Besides providing basic minimum facilities like drinking water, shed, toilets, ramps at all the polling stations, model polling stations were set up to give a feeling of festivity to the election process. No-Q comfort was appreciated widely. The voter returned back home after voting with a ‘Good- feel’ about the entire election process. In Lucknow, each school with the Model Booths was conceptualised as a ‘Family Unit’ knitted with well defined interpersonal relations, regards, care, protection and an established infrastructure. The senior and junior members (Faculty Members and students, respectively) of this family offered a warm and hearty welcomed to all visitors, be it local voters, the CPMF personnel, election staff and all others. This idea was named “Home Welcome” and welcomed by the management of all the schools! Then, a group of six Matdata Mitrs (4 boys and 2 girls ) for each Model Booth, was prepared from within the same school students and two faculty members were selected as ‘Infrastructure Managers’ (now on ‘Infra Man’), preferably vo ters in the same Polling Centre. Being from the same polling centre helped the m to vote and contribute at the same time. The Matdata Mitrs worked as the e ngine and wheels in the vehicle where Infra Mans were in driving seat. Matdat a Mitrs were entrusted with the task of handling the Voters Facilitation Counte rs, helping Female voters, Differently-Abled and Senior Citizen Voters, guiding t he voters for water & snacks and helping the Polling Centre/ Booth Medical Un it. Infra Mans were key in organising tents, chairs, scientifically placing all functi onal tables, communication systems, etc. Undoubtedly, Model Booths have created a sense of comfort, friendliness & jo y among the voters of all age groups. Kudos to this initiative! BOOK MARKS `A la the luggage tags, books marks in attractive colours with different slogans were printed by CEO office, U.P. These were launched at a gala ceremony held at a book store and then distributed to different bookstores and vendors at railway stations and major crossings all over the city. Another novel initiative by CEO, U.P. to reach out to the intelligentsia with an appeal to vote. VOTER AWARENESS EXPRESS Aiming to reach out to the last voter, a novel concept was initiated for National Voter’s Day (NVD) 2014 in Uttar Pradesh. Buses christened as Voter Awareness Express were rolled out from 7 locations across the State to converge on the State Capital Lucknow by 25th January for NVD celebrations. Seven different routes were chalked out for the buses with the intent of covering entire U.P. The buses decorated with slogans on voter awareness reached the district along its route in the morning, ferried NSS volunteers and NSS coordinators of the district along with local talents and regional icons to different pre- decided venues within the district. Then, the Express moved on to the subsequent district as per the schedule. Voter Awareness Express covered 57 districts of U.P travelling 4,200 kms of distance across the state of U.P. thereby spreading awareness in 250 educational institutions and 200 market places. BATON RELAY A Baton Relay was organized by NSS in Lucknow University wherein a rally on awareness on elections was held with an Election Commission Baton being ferried across the city by students of different colleges. The baton was handed from one college to the other, even as the gathering at each college cheered for democracy. The Baton Rally witnessed the participation of 50 colleges with each college carrying the baton with hundreds of students to the next college even as they shouted slogans, sang songs on elections and even performed Nukkad Natak enroute on Matdata Jagrukta Rath. CAMEL RACE A camel race with a message on elections was organized in district Sambhal, U.P. This initiative, a first ever, attracted large crowds cheering for the camels as also shouting slogans on voting. VINTAGE CAR RALLY A Vintage Car Rally was organized in district Bareilly, U.P. Vintage cars carrying messages on importance of elections moved through the old streets of the city, leaving a mark on each participant as also the spectators. STAMPING Districts all over U.P. took initiatives to spread message on elections. The stamp with date of voting was used on anything and everything possible. This included electricity bills, cylinder slips (with an aim to reach out to thehousewives), doctor’s prescriptions, cinema hall tickets, Railway tickets, Taj Mahal tickets, ATM slips, bills of neighbourhood stores, children report cards even on the wrists of voters. BULAWA TOLI ‘Bulawa tolis’ was a novel concept utilized by different districts. ‘Bulawa tolis’ comprised the Rozgar sewaks, Aaganwadi workers, ASHA workers etc of the area. On the D-day, Bulawa tolis were sent door to door to ensure each and everyone had come out to vote. The movement of Bulawa toli was being governed by the SVEEP control room where voting percentage at each polling booth was being monitored. Any reduction in voting percentage on the polling booth was conveyed to the Bulawa toli of the area, which was activated further immediately. SHAHEED STHAMB – 20,000 COINS A new entry into the Limca Book of Records was created in district Bulandshahr, U.P. where a ‘Shaheed Stambh’ like structure was created with 20,000 coins by Mr. Nikunj Tomar, with an aim to create awareness on elections. MAP OF INDIA WITH LIGHTS (ECI LOGO) A large map of INDIA spread across 195m*175m was created in Lucknow with electrified poles. SVEEP programmes were carried out inside this map with the NSS volunteers covering the map with a lighted baton. With an aim to spread awareness on elections in Lucknow, a huge map of India with length and breadth of 195×180mts, was drawn with 1809 mts fastening rope and 5607 iron-nails. Inside this map, a huge size symbol of the Election Commission of India, with the dimensions of 120x70 m was drawn and filled with 1250 kg limestone, 70 kg saffron colour and 70 kg green colour. Also, on the edges of this king size map of India, 150 tricolour flags of India fluttered. In daytime, with its paramount dimensions and colour splash and with yellow glowing lights in evening all over the map, flags, symbol and slogans, the scenario at Jhule Lal Park became an treat to the eyes for all passers-by and the Lucknowites. People waited through the day till late evening to see the illuminated creation. MAP OF INDIA - HUMAN CHAIN Another entry in the Limca Book of records was created in district Bulandshahr, U.P. A map of India was created to scale 121 ft long and 118 ft wide with a human chain. Eight hundred (800) students stood hand in hand in a 480 mts long chain along the boundaries on map of India. In the centre of the map of India, a rangoli of size 70 ft * 40 ft featuring the symbol of Election Commission of India (ECI) spread a message on elections. INVITATION CARDS Invitation cards to vote on the polling day were distributed by the District Magistrate, Shravasti. Beautiful invites were given to all the Gram Pradhans, the Principals of colleges and Heads of each institution at each level from tehsil to block to the district. The invitation cards welcomed each and everyone to come to the polling booth and cast their vote. DISCOUNTS Discounts were offered to all people who showed their finger with the mark of voting at numerous shops, petrol pumps and restaurants. Meerut district witnessed all diagnostic centres and even jewellery shops offer discounts. BOAT RACE A Boat Race was organized in district Hamirpur with an aim to spread awareness on elections. The boats carrying messages on awareness on elections sped along even as spectators cheered them. MESSAGES & RALLIES WITH A DIFFERENCE Unheralded people too came forward by themselves with offers to spread awareness on elections. District Etawah witnessed all Dry-cleaners printing a message on polling date in the district on their bags that carried dry-cleaned clothes to the customer. Even all sweets shops got their boxes reprinted with a message on elections. Rallies by fruit vendors (Phal Vikreta Sangh) and Bhelpuri sellers in district Etawah were noteworthy. These rallies stuck a chord with common man. VARANASI – BAJRAS Bajras (Special boats) in district Varanasi sailed over River Ganges with a message on elections. They made an eye-catching site for the pilgrims and tourist as these election bajras sailed across all the Ghats of Varanasi. SPECIAL INITIATIVE FOR SPECIALLY-ABLED District Sitapur took a novel initiative for the specially- abled voters in the district. A painting competition of specially- abled was held at the district headquarters, which witnessed huge participation from all over the district. Then, a special digital diary of specially-abled voters was created. The BLO and the District Control room were in touch with them throughout the SVEEP campaigning till the poll day. They were motivated to exercise their right and it was ensured that they all vote as per their comfort. Moreover, 3000 specially- abled persons were chosen as the Booth Ambassadors for the 3000 polling booths all over the district. They were crowned as the ‘Loktantra-doot’ and each of them was given an identity card. A grand ceremony was organized wherein all 3000 Loktantra- doot were inspired to turn into Brand Ambassadors for elections by Mr. Umesh Sinha, CEO, U.P and ensure cent percent voting in their area. These Booth Ambassadors then moved to their assigned polling booth area and encouraged each and everyone to vote. ‘MUNADI’ Munadi (public announcement) all over the district on the polling date in district Pratapgarh went a long way in spreading awareness on elections. ‘MATDATA MITRA’ Student volunteers were engaged as ‘Matdata Mitra’, and delegated responsibility at polling booth for the polling day. Aged between 17 to 18 years of age, these young volunteers reached the booth on the polling day and aided the polling booth officials in making arrangements, manage queue, clear doubts and provide a helping hand to the disabled and elderly. Matdata Mitra, dressed in specially designed T-shirts and caps of Matdata Mitra made a positive impact on the voters as each voter walked back home feeling special. WHEELCHAIR PROVISION A wheel chair was provided at each polling booth in four districts of U.P., namely Allahabad, Varanasi, Kanpur and Lucknow under a tie-up with ALMCO. Special consideration for differently- abled has led to more inclusive election process with the differently-abled electorate too feeling empowered as well as an important part of the election process. GENDER-FRIENDLY INITIATIVE With an aim to increase women participation in elections, many gender friendly measures were initiated. In many districts of U.P, ‘Creches’ were created at the polling booths so as to facilitate women with small children vote comfortably. Download PDF

    Celeberating India's Vibrant Democracy

    An unprecedented overwhelming turnout and inclusive participation in General Elections to Lok Sabha -2014 is just a step forward in strengthening democracy in the district through SVEEP campaign Jashn-e-Jamhuriat / Reasi -Celebrating Democracy which has ensured 100% electoral literacy among voters and prospective voters apart from setting up a permanent SVEEP institution at Village and Panchayat level. This booklet, 4th in series, gives an overview of the main activities and campaigns organised in the district. More than 35 active campaigns and 105 activities with support from 85 odd departments, organisations and partner organisations have resulted in reaching out to every household and individual in the district in many different ways; the response has been amazing at every step. Election District Reasi has 372 Polling Stations out which 301 falls in jurisdiction of Revenue District Reasi. The SVEEP events and accordingly the reports pertain to these 301 Polling Stations. A huge increase in voter turnout and bridging the gender gap as per targets is a historic achievement of district administration and people of Reasi. The target of 80% set by the district administration in December 2013 was achieved by a narrow margin on positive side. Moreover the turnout after taking into account the ASD (Absent, Shifted. Duplicate/Dead) voters as per polling station wise information comes out to be 83.56%; which can well be termed as the real turnout. Therefore an increase in turnout by 40% points and approximately 90% increase on previous turnout from 44% to 83%, ASD inclusive. A well crafted research-based socio-scientific SVEEP campaign launched in the district has been credited by one and all for record participation, electoral inclusion, health of electoral rolls, transparency in conduct of elections and best possible pleasant voting experience. Right from the beginning stress was laid on greater women participation which was also planned as a strategic move for increasing overall turnout and ensuring inclusive electoral participation. The initiatives explained in this report, regarding women predication, ensured the magical transition in female participation thereby creating a record since independence in any district of J&K state; and greater women participation also acted as a pull factor for families.     Background of Parliamentary Elections of Bihar Bihar being the birth place of first republic of the world, has always showed firm commitment to democracy, rather guided it to its cause so many times. Being the 12th largest states of India in terms of geographical area and 2nd in terms of population, Bihar may be put at the lower strata for many reasons but it stands alone so far as political activism is concerned. Election in Bihar has witnessed a fluctuating and decreasing trend of voter turnout both in Parliamentary and State Assembly Elections held during the last twenty years.The 12thgeneral election that was held in 1998 recorded the highest voter turnout of 64.06 % but the general elections that followed after could not maintain the rising trend of voter turnout and it came down to 44.4 % in general election that was held in 2009. Voter turnout in any election is of immense relevance to the value or credibility that will be attached to its outcome. Voting in elections by citizens is very much encouraged in all democracies, as it is the basis of active citizenship. A high turnout is therefore seen as higher participation in decision-making and a seal of approval or legitimacy. In view of the fact that, voting is one of the most fundamental aspects of civic engagement, many political scientists link voting with the health of the democratic process and argue that declining voting rates may be symptomatic of a “democratic deficit”. Since political participation can also influence public policy, others are concerned that lower participation could result in policies that are not necessarily representative of key constituencies, like those who tend to vote less. As a result, the voter turnout rate is used as one of the indicators of civic engagement. The turnout at the General Elections in Bihar has been consistently low for some time now. The election department of Bihar commissioned a study "Baseline Survey of KABBP" to understand factors that may have accounted for the low voter turnout and strategies that need to be adopted to increase turnout. The falling voter's participation in Bihar could be attributed to many factors and is a subject of study.Each State has a unique history, social, political and cultural setting based on which voter participation has to be seen. Some of the factors that affect the trend / voter turnout are as follows: The elector in Bihar faces sense of fear, intimidations and security mostly created by anti-social elements and candidates with criminal background. In past marginalized communities have come under serious attack and intimidation preventing many from voting. So in conduct of elections in Bihar free, fair and peaceful polls have always assumed primacy. Steps to ensure these compromises participation at times. So a delicate balance has to be struck between both. Migration, a grim reality in the state, is increasingly disturbing poll patterns. It is observed that significant number of people in Bihar migrate primarily for livelihood opportunities and educational opportunities. Though these people have their names in the electoral roll of Bihar but most of them are unable to vote during elections as they are outside the State. In the electoral roll revision carried out in 2014, 38.7 lakh new voters were added (an increase of 6.5%). Further in the special enrollment camp organized on 9.3.2014 just before election announcement another 15.8 lakh new voters were added (a further increase of 2.5%). In total, 9% increase in the total voters took place, which is a very significant achievement in terms enrollment drive. But it is also a challenge to ensure that all these newly enrolled voters cast their vote. In Bihar, elections are a huge logistic exercise requiring large number of vehicles for transporting the police force, poll personnel, patrolling magistrate with EVMs, etc. As a result during elections almost all the commercial vehicles are requisitioned at the time of polls and almost no public transport is available for voters to commute on the day of polls. To add to this, as a tradition, in an effort to conduct free, fair and peaceful elections even private vehicles are not allowed to ply on the Election Day. This significantly affects the voter participation. In these elections, we have consciously tried to improve on this area. For decades the statehave been affected by left wing extremism particularly in Aurangabad, Gaya, Nawada, Kaimur, Rohtas, Jamui, Munger and Banka. Left Wing Extremism (LWE) has affected the Lok Sabha seats such as Sheohar, Sitamarhi, Muzaffarpur and Hajipur in the recent years. A significant number of electors in Bihar may not have participated due to inconvenience related to poor infrastructure and minimum facilities at polling stationssuch as improper roads, lack of public transportation, drinking waters, ramps for disabled shades and sitting arrangements, long queues Illiteracy and lack of awareness about the significance of vote also tend to decrease the electors participation in Bihar. The non-enrolment of the voters is due the lack of information and underutilization of the existing information dissemination system. Apathy and Anger with the system especially among urban voters and youth could also be factor in cities. The trust in government and in politicians has decreased in many places due to criminalization of politics and increasing corruption in political class. Extreme climates such as hot weather, extreme cold and heavy rains might also have systematically affected electoral participation in Bihar. Download complete PDF

    No Stones left Unturned

    A look into how the DEO of West Singhbhum and his team used every possible way to spread voter awareness and increase voter turnout. In the winter of 2014, the district of West Singhbhum and its electors were inching day by day closer to the Jharkhand Legislative Assembly Elections. The previous elections had documented a voter turnout that was as low as 45%. The district is geographically remote, poorly connected and densely forested. It doesn't help that West Singhbhum was also an active site for intense Maoist activities with recorded incidents that had resulted in threatened voters who had no trust in the administration or the concept of democracy itself. But ever vote counts and so the aim to empower the voters and increase the voter turnout was clear to the DEO Aboobacker Siddique and his team. The team started off with organizing SVEEP meetings with different stakeholders. From campus ambassadors to local village functionaries, everyone was involved but more significantly, every available medium was utilized. In the months that lead to the elections, West Singhbhum witnessed 70 Nukkad Nataks, oath taking ceremonies in colleges, a number of candle marches in backward areas and numerous bicycle/motorcycle/scooter rallies, all with the intent of empowering the voters by creating awareness. To attract the youth, several sporting events were organized in the district such as 'Run for Vote' and 'Goal for Vote'. Hockey player, Ms. Bigan Soy inspired them to vote through media ads, quiz and essay competitions became common occurrence at schools, social media was used fervently and the DEO himself made mass appeal for participating in the elections. All SVEEP activities eventually culminated into a SVEEP fest in the district which drove the message for electoral participation home through a vibrant cultural programme. This fest featured 36 Jagrukta Raths, two for each block, through which posters, hand bills and pamphlets were distributed to the people. Special security planning was conducted with CRPF and relocation considered as a security measure. The efforts of the election officials paid off as the district chronicled a voter turnout of 70%. For the first time electors from 5 villages – Jambaiburu, Dharandiri, Balehaatu, Chevralore and Kodadihu voted for the first time! For his efforts in the SVEEP programme, Aboobacker Siddique, DEO West Singhbhum was presented the National Award for Best Electoral Practices in 2015.

    Assam uses Mascots to motivate people to participate in elections

    BHONI : the younger sister – popular mascot in Jorhat In order to make the voters aware about their rights and duty towards the nation by voting, various measures were taken by the District Election Officers as a part of SVEEP activities ahead of the Assembly Elections in the State in April 2016. One successful and eye-catching experiment was carried out in the district of Jorhat, Assam under Titabor Election District. The quintessential picture that one imagines when one speaks of Assam is, women in lush green tea fields, with bamboo hats covering their heads and a basket tied behind, picking tea leaves tirelessly. Titabar subdivision is a Tea Garden subdivision with about 43 odd big Tea Estates. To motivate these women to go out and cast their vote, Bhoni (younger sister) as a mascot was created. Bhoni represented an educated woman of today who is a combination of tradition and modern culture. She represented an empowered woman who would take an informed and ethical decision in voting. As a younger sister evokes sweet memories and also provides wise counsel; Bhoni set out to do the same with the slogan 'eta vote apunar habal ganatantrar aadhar'. She was attired in a mekhala chador style of the Tea Tribes with hair tied in a plait and bindi adorning the forehead. Added to it is a colorful accessory - a wristband with 4 knots, which was designed as a reminder for them to vote on April 4, 2016. As a beloved younger sister, she tied a Rakhi (Bhoni band) to people and took the solemn promise from her brethren to vote for a better Assam, a better India.

    Special Registration drive for the Third Gender

    Maharashtra kick-starts a week long special campaign to enrol third gender on the electoral rolls Inspired by the success of International Women’s Day which was celebrated on 8th March, 2017 to create awareness among women, Chief Electoral Officer, Maharashtra, decided to celebrate 'Third Gender Day' to create awareness among this marginalized community about their electoral rights on 15th April. Since the landmark judgment on recognition to third gender was delivered on 15th April, 2014 by Supreme Court of India, the date has become significant for the Third Genders (TGs). A meeting with prominent TGs and NGOs like 'Astitva', 'Astha' and 'V-Can' was called on 15th April at CEO office. Eminent personalities like Smt. Laxmi Tripathy, Smt Gauri Sawant, Smt Urmi Jhadhav and other TGs attended the meeting. Smt Indrani Malkani , Smt Seema Sayeed represented their NGO's. Various socio-economic issues related to the enrolment process were discussed. It was concluded that lack of awareness and lack of documents are the prime cause of TGs not enrolling in big numbers and thus the measures to address them were discussed at length. A Special campaign of one week was held for their community all over Maharashtra. All NGOs were partnered in this campaign to create awareness and encourage TGs to enrol in the ER. As the main transportation used by third genders in Mumbai is local trains, therefore, they were used for publicity. Maharashtra is perhaps the only state to have celebrated a day for TGs in India.

    Assam weaves ‘gamocha’ around voter awareness messages

    Gamocha Weaving Competition held in Titabor to spread awareness around voting Ahead of the State Assembly elections in Assam in April 2016, in order to make the voters aware about their rights and duty by voting, various measures were taken by the District Election Officers as a part of SVEEP activities. One of the most suc cessful and eye-catching experiment was carried out in the district of Jorhat, Assam under Titabor Election District. As a part of systematic Voter’s Education and Electoral Participation, competitions were organized among Self-H elp Groups to weave Election Commission of India’s symbol on gamochas, mekhala-chador, table cloths, school bags, bedsheets etc. The initiative w as aimed to attract mainly the female voters and spread among them information regarding the necessity and right to exercise their right to vote. Gamocha, a cloth of significant importance as a cultural symbol and of day to day use, is readily recognized by an y citizen of the state. Similarly, Mekhla Chadhar, is the natural dress pattern utilized by the ladies of the Assamese Society. By selecting these two items, a direct link to the community to spread the message on voter’s right and duty could be established. These articles were popular in market during elections. The competition helped not only to involve the fair gender but also to spread the message to the households where the families take part in weaving. There was, therefore, an encouraging increment in the voter turnout across Jorhat district in all the polling stations of Titabor election district.

    TN 100 % VOTING TAMIL NADU As per the instructions of the Election Commission of India, various awareness activities were carried out in a full-fledged manner aiming at 100% commitment and efficiency in all aspects of electoral process. The largest rangoli, 190,000 sqft in area and a mammoth map of India using 240,000 candles were among the high visibility activities taken up in Bulandshahr to motivate people to vote in the elections. Catchy slogans like ‘Do minute vote keliye ‘and ‘ChulhaChaukaTabhiJalega, PahleHamara Vote Padega’ was used to reach out to people in the low turnout district. The voter education campaign was focussed to target the traditionally low women participation in elections. Carrying of EPIC cards was made compulsory for all district level officials, to popularise the voter ID document. A cartoon series, was made with a high impact message of voter participation to increase voter awareness. Voter turnout in the district recorded a high of 61.33 per cent, an increase of 15 per cent over the last assembly elections. The turnout of women at 61.49 per cent was higher than that of the men, a record in the history of the district and the State. The turnout of women had increased by 19 per cent over the last Assembly election. DEO Bulandshahr won the top honours under the ‘Best Electoral Practices’ Award for 2012 for these ground breaking initiatives.

    Bringing Around: The Case of the Satipatis of Dang District

    Dang is a predominantly tribal district with 94 per cent tribal population. Migration of the landless posed many problems for the District Administration while implementing the voter education programmes. The other issue was with regard to the Satipatisect. The Satipati sect in the District does not participate in any of the government programmes, to the extent that they are not even registered for ration cards. They do not believe in the government machinery and believe that nature will provide for them. There are more than 3000 eligible voters in the sect, who do not therefore, participate in the election process. The District Administration repeatedly approached them and after some time was able to get initial success from a few families who were persuaded to get themselves registered as voters. The administration was able to convince them that the EPIC could also facilitate them to obtain benefits of the various government programmes for them. The administration never tried to touch the sensitive part of their belief or manipulate in getting them enrolled in the voter list. Instead, they used the services of the recently appointed government employees who belonged to the sect. When the community members saw that the educated young people from their own sect were able to improve their economic status once they got a job, they started believing that it was in their interest to accept these changes, and they started taking more interest in participating in the electoral process as well.
