In order to increase the awareness of the public, regarding all aspects related to the Election, a stall has been set up in the All India Industrial Exhibition (Numaish) Nampally. 2019 The stall is an initiative by the Election Commission to reach out to voters at the most popular venue of the year, which is the Numaish- Nampally. Nampally Exhibition 2018-19 is one of the biggest fairs of India with a wide variety of products alluring every visitor. The Exhibition which has more than 2500 stalls, offers visitors with many interesting choices. Traders from all over the country come here to have their stalls at the exhibition. Along with this, even state and central government departments have their stalls. Numaish is also famous for the huge number of visitors that it attracts. This year Nampally exhibition is recording more than 24-25 lakh visitors. The Election Commission Stall in the Exhibition was inaugurated by the Chief Electoral Officer, Dr. Rajat Kumar. The stall which was set up with informative posters and a Live Demo of the EVM & VVPAT voting machine which was also very popular with the public. The facility for registration as New Voters was also being given at the Exhibition Stall. More than 220 Forms for Registration, ie. Form 6 have been issued at the stall and 63 filled up forms have been received so far. Form 8 which is used for voter ID card correction were also issued to 52 persons and 21 of these have been filled up and submitted at the stall. Knowledge and information about other forms 7 and 8A was also disseminated to the public through this stall. Chunav Pathshalas or Electoral Literacy Clubs, are being set up across Telangana, in order to educate community members, mostly in rural areas, to increase voter awareness and promote electoral literacy, in all age groups of citizens. The main purpose of these pathshalas or literacy clubs is to familiarise the public with the electoral process of Registration and Voting. Chunav Pathshala is usually named after the polling station and is set up and coordinated by the Booth Level Officer (BLO). The BLO takes the responsibility to create awareness about the Chunav Pathshala, invite people's participation for the same and arranges for a fixed venue where the Chunav Pathshala will be held. These Pathshalas are being held once in two months with the members meeting every First Saturday of the alternate month between 2pm and 4pm as per the time best suiting the location. 1950 as a toll free helpline for the Election Commission of India number is not new to Telangana. The Department of Telecom allocated the number of 1950 to the ECI in 2014 for the purpose of registering complaints on poll related issues and the of ce of the CEO Telangana has been running a helpline with 1950, ever since. In view of the impending General Elections, the Election Commission of India has strengthened its Voter Helpline to make it easy for the Voters to get authentic information pertaining to their voter registration. The range of services provided by the Helpline Number 1950 have been refurbished and made easily accessible. 1950 is being made the ' rst point of call' for all citizens looking for help in reference to electoral services. The 1950 Voter Helpline will provide Information, Feedback, Suggestion and Complaints to all citizens. The enrolled electors in the Electoral Roll can check the details of their personal information, the Polling Station allotted for them to visit on the Poll Day, and also to know the contact details of Booth Level Of cers, Electoral Registration Of cers and District Election Of cers, by using the Voter Helpline Mobile App or through www.nvsp.in Portal or by calling 1950 Helpline Number. Telangana, India’s youngest state , went to the polls on 7th December 2018 and it is laudable to say, that the Elections was a true celebration of democracy. The state compromising of 2.8 crore voters exercised their franchise with pride, and this massive electoral success can be attributed to the herculean efforts of the Election Commission, Telangana, under the able guidance of the Chief Electoral Officer. The electoral process began in August 2018 itself, with Voter Awareness and education as its primary goal. SVEEP activities commenced in the districts as well as the urban areas and SVEEP teams were mobilized across the state, to motivate and educate every segment of the population regarding their right to vote. This year’s motto of the Election Commission of India, was that of ‘Inclusion’ of all sectors of the population, with the theme “ No Voter to be left Behind”. The Election Commission in Telangana, headed by the Chief Electoral Officer, swung the election machinery into action, to ensure peaceful and incident-free elections and there were no re-polls. This is a landmark achievement for the youngest state in India, which displayed the highest discipline in this democratic exercise. First time Voters, youngsters, the transgenders, person with disabilities and senior citizens , all came out to vote and confidently exercised their franchise. As a result of this, the state saw a voter turnout of 73.4 %, the highest ever in the region. PWDs were given every facility and assistance to make the voting experience easy and accessible. More than 3 lakh personnel were engaged and deployed in the electoral process including Police Officers, NSS Workers, Anganwadi workers to make the conduct of Elections seamless and efficient. No efforts were spared in enabling the voters to exercise their right. Urban voters and professionals too woke up to the call of the Election Commission and came out to vote. Overall, the SVEEP Activities conducted in 2018, bore rich fruit and Assembly Elections 2018 in Telangana, demonstrated the power of the people in electing the Government of their choice. The Election Commission as the linchpin of democracy played its role to perfection.+ This volume is a continuation of the SVEEP Plan for 2018 and includes new initiatives taken up in 2019 and preparation for Lok Sabha Elections 2019. All aspects of SVEEP activities have been covered in the SVEEP plan document and any suggestion, and feedback which may improve the rollout if the plan are welcome. -

Preprations in the five states of Chhatisgarh, Madhya Pradesh, Mizoram, Rajasthan and Telangana are in full swing. The dates of elections are as follows: Chhattisgarh - 12th and 20th November (2 phases) Madhya Pradesh - 28th November Mizoram - 28th November Rajasthan - 7th December Telangana - 7th December Counting for all the five states will be held on December 11, 2018. Voter Facilitation Centres have been activated in all the districts. Special campaign including hands on experience, has been undertaken on EVM & VVPAT awareness starting September 2018. Camps are being organised to give hands-on experience to people on EVM and VVPAT especially to familarise them on the use of VVPAT for verifying their vote. Awareness film on EVM and VVPAT has been developed and widely disseminated through Cinemas, Cable TV besides Social Media including whatsapp besides others. With focus on 'Accessible Elections', special initiatives have been rolled out to facilitate persons with disabilities. Besides making awareness material accessible, extending EPIC in Braille for blind electors, sensitization of polling officials and making polling station accessible, electors with disabilities are being mapped Polling Station wise so that requisite facilitation can be extended on poll day. Special camps are being held for PwDs to assist them for enrolment as well as to apprise them on various facilitation measures being extended at the Polling station for their participation. The Commission has also directed to issue Accessible Photo Voter Slips with Braille Features to Persons with Visual Impairment or Blind. Mobilisation activities are being taken up across the states covering all polling stations to motivate people toward electoral participation. Information regarding dates, identity documents needed, do's and don't's at polling station are being disseminated besides promotion ethical and informed participation. Information on NOTA is also being disseminated. Students are supporting ECI SVEEP initiatives by participating in large numbers in painting competitions, sports activities and similar events being organised by the election officials. Electoral Literacy Clubs and Chunav pathshalas launched few months back are proving to be vibrant platforms for disseminating information on the electoral process. Voter Guide (in Vernacular / English) shall be handed over to every household ahead of the elections, giving information about the date and time of polls, contact details of the BLOs, important websites, helpline numbers, documents required for identification at the polling station besides other important information including the Do’s and Don’ts for voters at the polling station. This Voter Guide Brochure will be distributed along with the Photo Voter Slips by the BLOs. Assembly Elections in Madhya Pradesh, Rajasthan, Chhattisgarh, Mizoram and Telangana shall be held in four phases between November 12 and December 7. The counting for all the five states will be held on December 11, 2018. The dates of elections are as follows: Chhattisgarh - 12th and 20th November (2 phases) Madhya Pradesh - 28th November Mizoram - 28th November Rajasthan - 7th December Telangana - 7th December An innovative ‘bottom up’ approach of booth level planning and management has been implemented in the 5 States where Booth Level plans for Polling Stations have been prepared containing all information and Standard Operating Procedures (SOP) for response to ensure smooth conduct of elections at each Polling Station. VVPATs shall be used with the EVMs in all the polling stations. The Commission has also mandated that VVPAT slip count of one randomly selected Polling Station in each Assembly Constituency by the Returning Officer by Draw of Lot in presence of all candidates shall be done for verification of the result obtained from the Control Unit. Thus, VVPAT paper slips of one polling station in each Assembly Constituency will be counted in these States. Voter Facilitation Centres have been activated in all the districts to facilitate voters. Special campaign including hands on experience, has been undertaken on EVM & VVPAT awareness starting September 2018 in view of VVPATs being used for the first time in the Assembly Elections in these states. In addition to that, short awareness film on VVPAT has been developed and widely disseminated through Cinemas, Cable TV besides Social Media including whatsapp besides others. The Model Code of Conduct comes into effect immediately with the announcement. ECI has launched c-VIGIL Android Mobile Application where ‘cVIGIL’ denotes ‘Vigilant Citizen’ . Using the application, vigilant citizens can send live reports on incidents of MCC violation within minutes of having witnessed them. The violations could be reported from the date of announcement of elections to a day after the polls without going to the office of the Returning Officer in their assembly constituency. To ensure participation of Persons with Disabilities (PwDs) in the election process, special initiatives have been rolled out ahead of these elections to facilitate persons with disabilities for enrolment as well as on poll day.
