  6. SVEEP Action Plan for Assembly Election Tamil Nadu, 2016

    A voter turnout of 88% (i.e.10 percentage above the previous Assembly elections 2011 figure of 78%) in the ensuing Assembly elections 2016. To encourage all eligible young voters to get enrolled in Electoral Roll, by conducting special facilitation camps in educational institutions. To completely remove the existing gender gap noticed in enrollment. To ensure that no groups / Communities are left out in enrollment. To increase the voter awareness level among the urban population which normally accounts for low turnout, by conducting special campaigns focusing on using digital and social media, like facebook and twitter. To ensure that all polling personnel who turn up for polling duty are provided with postal ballot well in advance and facilitative steps are taken to ensure that all of them exercise their voting without fail. To ensure that all those who vote, do ethical voting without being influenced by any undue inducement or intimidation.

  8. West Bengal NVD - 2014

    National Voters� Day (NVD) is one of the biggest annual events from the perspective of implementing SVEEP programme in the country. This year, it was poised between two landmark activities namely, Summary Revision of Electoral Rolls, 2014 and the conduct of elections on the other slated to be held in 2014. Accordingly, NVD programme for the year 2014 provides an opportunity to consolidate the learnings of the Summary Revision and yet to look forward to take appropriate measures to enhance democratic participation in the ensuing Parliament Elections. In terms of instructions issued by the Election Commission of India (ECI) for celebration of the National Voters� DAY, 2014, the State Action Plan for National Voters� Day (NVD) was prepared and the districts accordingly followed suit.

    The Election Commission of India through the Systematic Voters’ Education and Electoral Participation (SVEEP) initiative had tried all possible measures to ensure that all eligible voters exercise their electoral rights during the Lok Sabha Elections, 2014. During this election, in Tamil Nadu we were able to achieve a voter turnout of 73.74% which is marginally higher than the voting turnout during the previous parliamentary elections in 2009, which was 73.05 %.

    To abridge the remaining EPR gap which has been reduced substantially in the last two years To have an alert and well-informed electors who are aware of their rights and duties in the electoral democracy. To increase the share of female electors in the electoral rolls by way of enhancing their enrolments in bulk and targeted fashion. To promote ethical voting by the electors as and when the opportunity comes by launching campaigns on a massive scale. To increase the postal ballot voting by educating employees and service voters of the State. To find the major thrust places where voter turnout during previous Elections & Enrollment is very low. To understand & break the urban apathy for low voter turnout. To change the mentality of people who believe that voter enrollment is not valued for female by putting maximum effort to increase the participation of women in electoral process. To bring the enthusiasm among the youth of 18-20 age-group to get their names enrolled in voter’s list and ensure maximum and complete participation especially of young voters in coming Vidhan Sabha Election 2014.

    'Democracy' as plainly understood is a rule of people that inevitably require people's participation for its existence. It derives its strength from the 'will of the people' that is best expressed through their voting right. The spirit of democracy is deeply ingrained in the ethos of India from time immemorial and there are several religious and historical references to it. After independence in 1947, India adopted the Democratic system of governance better known as Parliamentary Democracy. The constitution of India bestows the voting right to every citizen above the age of eighteen years without any discrimination on the basis of gender, caste, religion, culture and socio-political consideration except those mentally unfit and disenfranchised by the law.



  16. SVEEP Action Plan for Assembly Elections Bihar - 2015

    Bihar being the birthplace of first republic of the world has always showed firm commitment to democracy, rather guided it to its cause so many times. Being the 12th largest states of India in terms of geographical area and 2nd in terms of population, Bihar may be put at the lower strata for many reasons but it stands alone so far as political activism is concerned. Election in Bihar has witnessed a fluctuating and decreasing trend of voter turnout both in Parliamentary and State Assembly Elections held during the last twenty years. The 12th General election that was held in 1998 recorded the highest voter turnout of 64.06 % but the general elections that followed after could not maintain the rising trend of voter turnout and it came down to 44.4 % in general election that was held in 2009. Hence extra efforts were made to ensure that the eligible electors get enrolled and a maximum number of these registered electors exercise their rights of franchise in General Elections 2014. The overall SVEEP strategy in the state, therefore, was to counter challenges that restrict the electoral participation in Bihar which resulted in a significant rise of 12.28% in voter turnout. However, in spite of robust SVEEP activities during LS 2014 in Bihar (approx 44%) registered voters could not vote here due to the variety of factors that may have contributed.

    This document has been planned as a compilation of the State SVEEP Plan for the Assembly General Elections 2016 developed by the Office of the Chief Electoral Officer, West Bengal and the District SVEEP Plans developed by the District Election Officers. Since at the time of preparation of this document, we are headlong into implementation of the plan, there are reports on the print and audio visual materials developed so far and also some of the activities initiated on ground. Moreover, any SVEEP Plan for the elections is the culmination of the SVEEP Plan for electoral registration.The final publication of the electoral rolls along with the National Voters’ Day having been close precursors to the poll, some glimpses from the SVEEP activities for electoral registration till the National Voters’ Day have also been included into the document.

    Kerala is a pioneer in many social sectors such as literacy, health, education, standard of living etc. The people are highly aware politically and are conscious about their rights as citizens. The fact that the electorate in the State has switched preference to the UDF or LDF in the General Elections in the past clearly proves that democratic values are deeply rooted in its social fabric. Though communal overtures are visible in some areas, the society is more or less secular in nature. The media penetration is very high with highly circulated Newspapers, Periodicals and a large number of Malayalam TV Channels. All major political parties in Kerala are having their own Newspapers and TV Channels.

    Gujarat has been following an evidence based SVEEP strategy based on situational analysis and gap analysis of the past experiences, learning and past election statistics for identifying areas for targeted intervention. A KABP study was carried out in 2012- 13 before and after the 2012 Assembly elections to understand Voters’ knowledge, attitude, behaviour and practices. This practice has been made an integral part of election management process since then. A systematic Situation and Gap analysis process is carried out by Gujarat at State level as well as at each of the districts well in advance before each election. This provides valuable insights into the Voters’ mind-set. This forms basis of SVEEP strategy and plan. SVEEP Plan is prepared as a regular process at State level and at district levels. Each district prepares a plan and submits it to CEO office, which is followed by a State level plan preparation
