Some glimpses of the 13th National Voters' Day. Hon'ble Governor Shri Ganga Prasad, attend the 13th NVD as the Chief Guest of the programme. The theme for this year's national voter's day was "Nothing like voting, I vote for sure." The celebratory programme was organised by Office of The Chief Electoral Officer, Sikkim.

Sharing the list of claims and objections received during the ongoing special summary revision w.r.t.01.01.2023 as qualifying date Updated
The Chief Electoral Officer held a meeting with representatives of all political parties of the state in his chamber on 13.12.2022, the main objective of the meeting was to share the list of claims and objections received during the ongoing special summary revision w.r.t.01.01.2023 as qualifying date. the list was shared with pol parties as a transparency measure as advice by the ECI . The list of claims and objections received so fare have also put up in the official website of CEO Sikkim, and district election officers. the representative of the following pol parties were present : 1. Sikkim Krantikari Morcha (SKM)
2. Sikkim Democratic Front (SDF)
3. Bharatiya Janta Party (BJP)
4. Sikkim Pradesh Congress Committee (SPCC)

Youth Festival under SVEEP Programme 2022-23 Updated
Youth festivals organised by Pakyong district which is a part of ongoing Special summary revision programme, The main objective of organising the youth festivals is to enroll the young voters as many as possible.

STATE LEVEL QUIZ COMPETITION ON ELECTORAL PROCESSES Updated
The Office of the Chief Electoral Officer, Sikkim, in a bid to encourage young eligible voters to come forward and register themselves in the Electoral Roll and to generate awareness regarding electoral processes, conceptualised the Quiz on Electoral processes as a SVEEP initiative for Electoral Literacy Clubs. (ELCs) on 30.Nov.2022. The main motive of the Quiz competition was to generate awareness regarding registration processes and to motivate all young eligible voters to register themselves during the ongoing Special Summary Revision, w.r.t.1.1.2023 as qualifying date. A total of 17 colleges throughout the state participated in the Quiz. The Quiz was held in two levels, the first was intra- district ELC College level which was held in all six districts of the State w.e.f 17.11.2022 to 28.11.2022. Winners of the Intra- district level processed for the State level final, where the quiz competition was inter- district level. The State Final of Quiz on electoral processes was conducted on 30.11.2022 in the Conference hall of the Office, here at Balwakhani Gangtok. The quiz was conducted by Quiz master Dr. Bibeth Sharma from Sikkim Manipal University.
The following colleges represented their districts:
1. Gangtok: Nar Bahadur Bhandari Govt Degree College
2. Namchi: Sikkim Government College, Kamrang
3. Soreong: B.Ed College, Soreng
4. Gyalshing:Sikkim Government College, Gyalshing
5. Mangan: Sikkim Government College, Mangshila
6. Pakyong: Sikkim Government College, Rhencok
The winner of the quiz competition at the State finale were:
1. First place- Nar Bahadur Bhandari Govt Degree College, Gangtok District

Some Glimpses of the Launch of Special Summary Revision w.r.t 01.01.2023 as qualifying date. Updated
Special Summary Revision (SSR) of Electoral Roll for Sikkim with reference to January 1, 2023, as the qualifying date as part of the nationwide electoral roll revision, was launched at the Auditorium of Nar Bahadur Bhandari Degree College, Tadong, on 09.Nov.2022The Chief Electoral Officer Shri. D. Anandan declared the launch of Special Summary Revision (SSR) 2023, in the presence of Electoral Roll Observers Shri. Anil Raj Rai, Secretary Land Revenue Department and Smt. Roshni Rai, Special Secretary, Urban Development Department.
This was followed by the screening of a demo video on Voter Helpline App. The Mobile Application is built to take forward the effort to build an active democratic citizenry in the country. It is the initiative of the Election Commission of India, which aims to provide a single point of service and information delivery to voters across the country.
Awareness videos prepared by the Election Department on the State Icons Padmashree Awardee Ms. Draupadi Ghimirey, Dronacharya Awardee Smt. Sandhya Gurung and PwD State Icon Shri. Bikram Bhattarai, urging voters to exercise their franchise was also screened.
Later, soft copy of the Integrated Draft Roll was handed over to the representatives of recognised political parties.

Older Person Day Observed at Various places of Sikkim Updated
In order to commemorate the immense support of the older citizens during the election through their voting the Election Commission of India ( ECI ) has taken an initiative to honour the participation of the senior citizens for their valuable contribution towards election process by presenting them with a letter of Appreciation.

Release of BLO e-Patrika by the ECI. Updated
14.Sep.2022 : The Election Commission of India released a new digital publication ‘BLO e-Patrika’ at an interactive session held with BLOs spread across the States in India. The CEO Sikkim Shri.D. Anandan alongwith the BLOs joined via video-conferencing from the conference hall of CEO Sikkim.

Press Release on Amendment of RP Act and linking of Aadhar with Voter ID Updated
Gangtok 02.08.2022
A press conference regarding amendments relating to the Electoral Roll was held at the conference hall of the Chief Electoral Office, Baluwakhani.
Shri D Anandan(IAS), Chief Electoral Officer( CEO ) Sikkim, chaired the meeting. Also present were Shri Zangpo Gyaltsen, Deputy Chief, Chief Electoral Office, IT Officers and the Chief Election Office staff.
As per the recommendation of the Election Commission of India and under the direction of the Ministry of Law and Justice, the Representation of People’s Act 1950 and Representation of People’s Act 1951 vide the Election Laws (Amendment) Act 2021 dated 30th December 2021 has come into effect from 1st August 2022.
Shri D. Anandan, CEO Sikkim, briefed about the Amendment Act 2021, dated 30th December 2021, which has brought the following changes into effect starting from 1st August 2022:
1. Simplifications of Forms
2. Four qualifying dates
1st January
1st April
1st July
1st October
3. Linking of Aadhar with Voter Card (EPIC)
The concept of this significant voluntary change is to curtail those wrongfully included as voters and those enrolled in more than two constituencies.
Shri D. Anandan said that the department has started its calendar events such as training of all the six districts Block Level Officers(BLOs), Electoral Registration Officers(EROs), and Assistant Electoral Registration Officers(AREOs), regarding the concept, legal provisions and the IT process, involved. Further, he added about different awareness-building camps to be conducted throughout the State till 31st August.
The purpose of the change in the Amendment is to help the young voters to enroll their names in the Electoral Roll immediately after reaching 18 years.
Shri D. Anandan, Chief Electoral Officer, urged all to step forward voluntarily to link their respective Aadhar Card details with their Voter Card.
